Submit bank transactions for a batch of accounts (1 or many) for classification and enrichment.

Invalid request - too many accounts, too many transactions, Transactions list empty, Account details incomplete, duplicate accounts in the payload, supplied transactionId exceeds 100 characters, description missing or blank, or description exceeds 1000 characters (validated per account; the whole payload is rejected on the first invalid account). Also returned when the submission is larger than the client's whole hourly transaction limit, because a retry cannot succeed.
